Yorkshire Dales Development Framework


The Yorkshire Dales National Park Authority has started work on the new Yorkshire Dales Development Framework (YDDF) which will form the Local Development Framework (LDF) for the National Park. LDFs represent a new way of producing planning policies following the 2004 Planning & Compulsory Purchase Act and will replace the old system of Local Plans.

The YDDF consists of a number of elements:

- Housing and Minerals & Waste Development Plan Documents (DPDs)
- Sustainability Appraisal (SA)
- Statement of Community Involvement (SCI)
- Local Development Scheme (LDS)
- Annual Monitoring Report (AMR)

Housing and Minerals & Waste Development Plan Documents (DPDs)

The first two areas of policy to be reviewed are Housing and Minerals & Waste. The following documents were available during summer 2007 for public consultation:

The closing date for comments was 17 August 2007. A report summarising the consultation response was considered by the National Park Authority at its meeting in September 2007.

Two working groups of members will now consider the response to both documents in greater detail and work towards preparing preferred options. It is anticipated that these will be available for further public consultation during 2008.

Sustainability Appraisal (SA)

As part of the production of the Housing and Minerals & Waste DPDs the Authority is required to undertake a sustainability appraisal. This informs the development of these DPDs and ensures that they will contribute to sustainable development by having regard to a range of social, economic and environmental objectives.

Two documents forming part of the SA process have been produced:

Scoping Report (January 2008) and appendices – This establishes the context for the sustainability appraisal and a framework for assessing the different policy options;

Appraisal of Housing Issues and Options (January 2008) and appendices – This is an initial assessment of how the different options outlined in the Housing consultation paper perform against sustainability objectives.

Statement of Community Involvement (SCI)

The SCI sets out the Authority's arrangements for involving the public in the planning process through consultation and participation.

Local Development Scheme (LDS)

The LDS sets out the programme for the production of the YDDF. A revised version was adopted by the Authority in April 2007:

Annual Monitoring Report (AMR)

The Annual Monitoring Report is used to identify the impact of planning policy, noting any trends and areas for future action. These reports are produced each December  and cover the preceding financial year. AMRs are available for the last three years:
